TikTok ad production agencies: how to pick one that casts, films and handles Spark Ads

What a TikTok ad production partner should own, where the days actually go between brief and approved video, and how TikTok One, agencies and managed services compare.

What a TikTok ad production agency should own

The label covers very different services. First decide which of these jobs you want off your plate:

  • Casting: finding creators who fit the product and audience, and confirming they will deliver
  • Filming: getting product to the creator, briefing hooks and claims, and chasing the shoot
  • Finishing: editing to TikTok specs and handling revision rounds
  • Approval: sending finished videos for your yes or your notes
  • Spark Ads permissions: asking each creator to authorize their post for ads, and getting you the code

TikTok's creative best practices set the bar for the finished file: vertical 9:16 at 720p or higher, sound on, a less polished native feel, the proposition stated in the first 3 seconds and a hook within 6. Any provider should brief to that. A good brief helps too; see how to brief UGC creators for paid social.

Who does the work depends on the model. Approval stays with you in all three; with retainer agencies, casting and Spark handling vary, so ask.

TikTok's own routes: TikTok One and Partner Exchange

TikTok sells two routes itself, and both now live inside TikTok One, which TikTok describes as its all-in-one creator marketing platform (TikTok for Business).

  • Creator Marketplace moved into TikTok One when the standalone version shut down in April 2025 (TechCrunch). It gives you creator search filters, open casting calls, briefing and approval tools, and Spark Ads recommendations. You still choose and manage the creators.
  • Partner Exchange, formerly TikTok Creative Exchange, connects brands with TikTok-validated creative partners who produce ads for you. TikTok's partner help article describes partners accepting briefs, delivering, measuring and invoicing through the platform.

If you want a validated partner, check TikTok's own partner directory rather than an agency's claim. We could not confirm from TikTok's pages which of the agencies below are listed.

Talent Resources' site does not mention UGC, TikTok ad production or Spark Ads, and its site describes talent and influencer procurement rather than per-video production.

We make Ad Army. Details on other providers come from their own pages as of October 16, 2026; "Not published" means we could not find it stated there, not that it isn't offered. Prices and terms change, so check before you buy.

How Spark Ads permissions work in a managed service

A Spark Ad boosts the creator's own post, and engagement from the ad counts toward that post, per TikTok's About Spark Ads page. Using another creator's post needs their authorization through a code, and TikTok lets the duration be customized. Banned posts are rejected, and a creator has to un-authorize a post before deleting it.

For an agency contract, that means:

  1. Permission is per video. One code covers one post for one period. Our Spark Ads setup guide walks through the code steps and the 7, 30, 60 or 365 day periods.
  2. The creator can say no. Usage rights to the file and permission to run ads from their handle are separate; see UGC usage rights explained.
  3. The fee should be clear before the ask. Find out whether the agency includes it, passes on the creator's price, or adds a flat fee.

Creators promoting a brand also need to switch on TikTok's commercial content disclosure, and in the US the FTC Endorsement Guides apply (TikTok content disclosure).

Where the days go: realistic turnaround

"Fast turnaround" claims often time only the edit. The real calendar looks like this:

Swimlane timeline for provider, creator and brand from brief, casting, product shipping, filming, edit, brand review, revisions and approval to an optional Spark code request, with delay markers on shipping, review, revisions and the Spark request (opens the full-size image in a new tab)
Where the days go between brief and approved video. Ranges in the footer are each vendor's own published estimates.
  • Product shipping is often the largest single delay. Billo's own estimate counts from when the creator receives your product, not from your order.
  • Your review is a stage too. Soona's published timeline gives brands a 7 day approval window after submission, creators 3 days for a revision and brands 4 more days to approve it, with 2 to 3 weeks start to finish (Soona).
  • Revision rounds repeat edit or filming, then review.
  • Spark permission comes after approval and depends on the creator.

At the slower end, MiniSocial says most of its campaigns run 4 to 6 weeks from briefing to finished content. Ask any provider for a due date in writing and what happens if it slips, and see what to do when UGC creators ghost or miss deadlines.

Questions to ask before you sign

  • Who finds the creators, and can we see or approve them?
  • Who ships product, and when does the clock start?
  • What is the written due date for the first finished video?
  • How many revisions are included, and who decides when a video is done?
  • Do we pay for every video, or only for approved ones?
  • How are Spark Ads codes requested, for how long, and what does each cost?
  • What happens if the creator declines or revokes permission?
  • What usage rights come with the file, and for how long?

Where Ad Army fits: we cast vetted creators and manage them, you set the due date from 10 days out, and you review every video with revisions until approved. You pay a flat $125, $175 or $260 per approved video with full content rights. Spark Ads or whitelisting is requested per video for a set window; it costs $50 only if the creator accepts, and the creator can revoke it later (pricing). The trade-off: you can't pick or message creators yourself. To estimate volume, see how many UGC videos you need for creative testing.

FAQ

  • Which TikTok ad production agencies cast creators, manage filming and deliver finished videos for approval?

Managed services do all of it: inBeat describes sourcing, vetting and briefing creators, and Ad Army casts, manages and delivers per approved video. TLYNT says it matches talent and edits. Marketplaces such as TikTok One leave casting and management to you.

  • What is the difference between TikTok One, Partner Exchange and Creative Exchange?

TikTok One is TikTok's creator marketing platform. Creator Marketplace inside it lets you find and manage creators yourself. Partner Exchange, formerly Creative Exchange, connects you with TikTok-validated partners who produce the ads.

  • Can a creator say no to Spark Ads permission?

Yes. A Spark Ad runs from the creator's own post and handle, so they authorize it per video for a set period and can decline.

  • How long does a creator-made TikTok ad take from brief to approved video?

Published ranges run from about a week after the creator receives the product to 4 to 6 weeks for a campaign. Shipping, your review time and revision rounds decide where you land, so get a written due date.
